How do you get Adwords clicks into customers taking action?

We own a very small garage door repair company. We advertise quite a bit on Google Adwords. We are paying 00 month (ppc) but we aren’t getting potential customer calling us after they click on our ads. We just need some other ideas on how to get phone call. Thanks.
