How to create a new adwords campaign using the remaining balance of previous inactive campaign?

You see, I have an inactive adwords campaign and I want to create a new campaign which is not related to the first one. The problem is, they are a lot of option, and I’m afraid if I choose wrongly , I ended up paying extra amount of money for the new ad instead using just the remaining balance. Please help me with this.
